According to a recent report, Block.one has released EOSIO Testnet to enable easy development, debug and deployment of EOSIO smart contracts for applications.
Users can now create their EOSIO Developer account to test smart contracts on the EOSIO Testnet.

The just-released EOSIO Testnet is a real-time network testing that succeeds the latest stable releases of EOSIO. It gives developers the means to test their apps with the knowledge that any smart contract released and running on the upgraded version of EOSIO will behave like the production environments.
